If you want a simple Recurring Billing Software for Check 22 or Genie Virtual Card,
The Genie Payment Web Based Software can provide that feature.

I'm not an expert in CCbill or Epoch - but, I would say no.
CCBill is a "Third party payment provider" and the same is true for Epoch.

What type of business do you have?

With the Genie Gateway there is not a third party handling your money.

"When using a GenieCard to complete a purchase by phone, online, or in a retail environment, the buyer and seller both agree that the subject purchase is to be treated exactly as a traditional cash purchase with instructions to Genie Gateway to process the payment from the buyer to the seller as an electronic credit."
