I have watched a few clips on Youtube and Tiktok by officials from Qatar and the gist of what they all seem to say is everyone is welcome in Qatar but they want visitors to respect their laws, which in all honesty is what any country would expect. They even asked one of the top organzisers whether it was alright for gay people to visit, and he said yes. What he also mentioned was they do not accept outward display of affection in their country by anyone. I forget who was interviewing, I am thinking it might have been Piers Morgan but I may be wrong, he asked is holding hands in public acceptable, and the official said everyone is fine holding hands.
From past photos of what I have seen in many middle eastern people, two men holding hands or 2 women holding hands is quite acceptable and does not imply they are gay, people in that part of the world just hold hands out of friendship or whatever.
I think what they mean is kissing or sitting on each others lap in public is not okay in Qatar, that was my take on the clips I have seen.
